The Bill (Reg.№3675) envisages the making of the legal relations normative in the sphere the External Independent Knowledge Evaluation and entering of the Universities on a competitive basis indispensable of the property of the educational estates and the sources of the payment.
The Members of the Committee emphasized that in the Bill the norms of the legal liability for the violations during the procedures of the External Independent Knowledge Evaluation should be provided in the Criminal Code of Ukraine.
Consequently, it is recommended that the amendments to the Laws: "On Education", "On Higher Education", "On Compulsory Secondary Education" should be implemented.
